Hyperscale AI compute is the largest single industrial draw on freshwater in modern history that has no public ledger. A 660-billion-litre annual water bill, a similarly unrecorded mineral throughput, and an embodied carbon load that grows quarter on quarter underwrite the workloads we now treat as utility.

The base rate (Cloud / AI Compute, 2.0%) records the externality of operating at this scale. There is no namesake surcharge: the hyperscalers have, deliberately, not named themselves after a species. The base rate stands.
